Very interesting what Kemly outlines. I am very of agreement with their strong points:

- the access is not the essential thing

- the organizational impact is key

- the widespread use is not everything.

The last point is very provocative and for that reason I like. It will be necessary to see indeed how it is used at the level of an organization the ICT. If the widespread use comes with the capacity to transform the communication in ring or if it is superimposed to the existent hierarchy.

To progress starting from I suggest it a critic and a work line.

The critic: the too big space to the information (vs the communication). would not it be to fall in the fashion? All convinced ones that comes from the part communication more than 60% of the impact of the Internet, are not here and in particular of the appropriate use of the conferences, aspect non headdress?

A work line: a progressive grill that shows the key stages and the progressive levels of growth for the use of the ICT could serve at the same time to in fact express what Kemly says and to measure the organizations.

It is not directly one restored but perhaps there is material to build: we have written a paper based on the experience of Funredes recognizing the different levels of knowing how to make with the use of the tool for some months and structuring them in a precise grill. It is, in English in:

It was born it from our reaction to the ferocious resistance that several partners of a project colaborativo opposed in the Internet to our proposals of qualifying them (I plan that it was not very successful and that it was characterized by an opposition without agreement between the " metodologos " and the " herramientistas "...

The paper contributes restored at level of the individual use but it doesn't focus the collective aspect. We accept with likes you criticize them and the comments directly or in the list Mistica.
