"The French scientific editor Hermes-Science (http://www.hermes-science.com) launches a new magazine scientific entitled pluridisciplinaria "Les Cahiers du Numerique" (the Digital Notebooks). The first number it will be consecrated to the challenges of the digitalisation for the cities. I have coordinator's paper and I would like to count things of what is made in Latin America and Canada. Summarized:
Cities, like all human organizations nowadays, are confronted to the numerous challenges of the human activity digitalisation. But it is can be to this level that one sees appearing with more of strengths the social and human stakes of these technologies as wishes to show it this number. To begin it makes a tour of principals challenge horizon put to the local society, to life of every day of people. Then it makes the most applicable aspect state as the change of the local administration, the local democracy, the local services, changes in relations between the elected local and citizens as well as the numeric technology use to improve the life of people to the daily. An example, among others, is commented extensively here: the one of the city of Helsinki. From the beginning of the year 2000 there will be two Helsinki: a real Helsinki and a virtual Helsinki. The article shows this last how is a real work tool for city-dwellers of this city. Finally, this number also includes an existing project picture for cities in order to face the challenge of the numeric. This commented picture regains projects of numeric cities of all continents: America of the North and the South, Africa, Asia and Europe.
