Colleagues,

The note informing you of the serious situation of the Internet in Haiti and requesting your mobilization appeared as coming from Mistica's coordination. It was, of course, an error. It was a note of two people in their quality of members of the VC. The fact that they are part of the Mistica coordination is not excellent of the case. The process EMEC like you see it is even in its refinement phase and the team finding their marks... we request you some patience.

Miguel Angel <[email protected]> says in the list:

I planned first to respond him in private and not to pass their note, considering that it was not an excellent topic of our VC.

But I am happened that it can be very instructive, for our VC, an analysis of this case, in the aspect of like we can use the tool for mobilize at international level in solidarity with an impact social really of the ICT: cases of abuses of power of government entities that attempt to the democracy.

So I respond him in the list and I will try to continue informing at level it puts of this case.

Miguel Angel, you are right in principle. However it happens that:

1) the reaction speed is an essential element of these actions. The almost absence of the Haitian actors' electronic mail puts under an obligation to investigate for telephone, with difficulty for to gather the elements that you suggest.

2) that is a grotesque element of this situation: most of the addresses, including those of the institutions that made this action, can no longer be used!!! For it that I decided to focus the address of an Embassy abroad (I was also informed that he/she had taken a paper main character in pro of the decision of the Conatel).

In that moment, the directive of the association of nets of the region (Enred) they are mobilizing for possibly to react. In a first phase they want, and I find correct, to investigate the sources and I will help him with a directory of the contacts of involved people.
