Access rights to the computer nets: in the European Union.

Some months ago it was begun in the NET an interesting polemic on the civic rights in the Internet. I believe to have mentioned in that opportunity that so much the word citizenship, as that of rights possesses a different significance according to countries and application continents. On Saturday 4 the Spanish newspaper The Country, read without a doubt by a good part of people of Hispanic speech, presented the project to the Senate, - to the Cortes � a decalogue of rights in Internet. We take news of several situations: in Spain a specific institution exists in the Senate: the Commission of Computer Nets. There is not in the Argentina a similar commission, - unless the new government that assumes in some few days, introduce modifications in the parliament's attributions -.

The decalogue on the rights of the citizens in the Internet � that at the moment it is a draft and it was in this week in the Cortes -, it defends a net open to all,would add all. AND not alone that but rather it is considered the person's fundamental right, independent of conditions of race, sex, age, residence place, physical and psychic conditions. It also rules the access freedom to the net, circulation freedom and information. But it controls the private right according to the Universal Letter of the human rights as for the reception of racist messages and / or xenophobic and as for that the personal computer and the electronic home are inviolable. Except for for reasons of judicial order and that flagrant crimes exist.

The bill also proposes the creation of a Special Office for the Computer Crimes and a special concern for: the plans of digital literacy, at the same time that it suggests political of development in the educational environment and a digital modernization in the Administration. Besides these conditions that are worthy of emulation for the governments of the countries of the America of the South, other measures exist as that Spain improves the quality and reduce the prices of the use of the computer technologies; that the servants or that the companies prestadoras of the services possess an appropriate maintenance and be controlled by the public organisms. The project was also carried out with citizens' participation through chats.
