This seminar is made in collaboration among the National universities of San Juan, Argentina; UPSA (Bolivia), National of Paraguay; FURB of Blumenau, (Brazil), Republic of the Uruguay and Lund in Sweden.

WEEK I: My first comment

. We will be periodically during this month of April that means the beginning of the cold for you and for us here the arrival of the light and the heat.

It gathers us the reflection around the last of the big phenomenons in the recent history of the communication, the emergence of the communication via satellite in open nets and of low cost, a phenomenon that overcomes the barriers that were even to the telephone and the FAX.

It interests me to begin a general reflection stressing the importance that this means has for our continent, for our universities, for our sciences and humanities. I believe that this collective effort that today gathers to universities of all the countries that are in the Mercosur is demonstrating it. At this time students and professors of five countries read and the topics and the ideas that we intend to exchange discuss simultaneously. We believe that this initiative (that already has two previous experiences) he/she should multiply extending to other areas, impelled by the authorities of the participant universities. For our countries, almost always behind as regards science and culture, the development of this means of exchange can end up being decisive.

The communication via Internet of knowledge and cultural contacts is viable given its relative low production cost. Although the computers are not cheap, with hardly some copies you can connect to an entire university. On the other hand if this form of the exchange is compared with the costs that mean the trips and the publication in form of book of reports, etc., the importance will be seen that he/she has us to develop the work forms that this means offers us.
