SYNTHESIS
Kemly Camacho and Daniel Pimienta share their report common of the conference Bamako2000 (http://www.bamako2000.org) and they invite Fran�oise Holtz-Bonneau and Victor Sandoval to complete it if they find. They also count them because finally they canceled their trip to Kuala Lumpur.

CONTEXT
Bamako2000 is a great conference on the topic of the Internet for the development organized by the net of french-speaking Africa Anais (http://www.anais.org) and its patron the Fondation du Devenir (http://www.devenir.org).

To discuss about Internet and their importance for the African development in Mali that is one of the poorest countries in the region, had a special meaning. It is important the support and the impulse that the government from Mali gave to the conference to highlight. Indeed, in the plenary of the closing of the event the President of the country, Alpha Oumar Konar�, participated . In their speeches it is expressed the importance that could have Internet for these countries and the spirit that it would be wanted that this instrument completed in its development clearly. "... the voice of the Africans to plead for its own identity could never be made listen, or only in few occasions,... that is because one of the dreams of Mali on purpose of this, it is to connect to the Web the 701 municipalities that you grieve they have appeared". In margin of this meeting, an encounter (I find tricontinental") dedicated to the topic of the community nets or citizens it is organized by VECAM (http://www.vecam.org) with the support of the FPH in the mark of E@CN (European Association for Community Networking http://www.eacn.org). Funredes is invited in the mark of the encounter tricontinental and he/she had the load of selecting to companies, in Africa (in the perspective of an African Mistica) and in Latin America.

The necessity to speak French had, of course, a great incidence in the election of the companies: Kemly Camacho, Victor Sandoval, Catherine Dhaussy and somebody of the IBICT in Brazil who finally could not come. Other people have been invited but they have not been able to liberate, particularly Susana Finquelievich who seems to be the person of the region the nearest in the civic problems of the Europeans. Susana who is maybe member of Mistica will be able to tell us more about this.

THE CONFERENCE
A big success at the same time for the important participation (more than 1500 people when 300 were foreseen), the good organization, the international prestige brought by companies political notables or of the nets, and the quality of the debates very dedicated to land experiences. The African group Anais showed a great capacity and maturity. The main perception that can be obtained of this conference is that french-speaking Africa is delighted to discover the forms in that Internet can contribute to its development. But it was clear in the discussions that a development and an use of the technology based on the characteristics characteristic of their culture is wanted, their languages, their forms of perceiving the world. Funredes presented its work on the languages and the cultures in two shops to motivate debates. Mistica was presented in the meeting tricontinental and it raised a great interest overalls in the Africans (it is necessary to know that an exploratory mission was organized at the end of the 1999 and driven by Sena�da Jansen).

MEETING TRICONTINENTAL
To the initiative of E@CN this encounter wanted to enlarge the civic net to other regions. It seems that, although wide fields of resonance exist among people that participate in Mistica and the concerns of the civic nets in Europe, a patient work it is necessary to introduce the sensibilities and orientations of our region and even, generally of the South. Mistica will offer a tribune to socialize the works of E@CN in our VC and he/she invites the Europeans to look for in the files of Mistica to know the orientations of our region. E@CN intends to make us participate in its calendar of meetings about this topic.

PERSPECTIVES
In the few organizations of Latin America that we had the opportunity to participate in this event it was generated a feeling and a necessity of beginning to think of the possibilities of combined works, alliances, collaborations, discussions and of sharing experiences South-south to be able to establish our own perspectives in the projects that have some component of NICT, in such a way that these are truly guided toward forms of own and autochthonous development and that we can have a more and more important incidence in the orientation of the projects and the politicians that go toward this area.

GLOBAL KNOWLEDGE II
Some of people of the region that had programmed to participate to this meeting in Kuala Lumpur finally they canceled. What did it happen? The essence of the participation of a group of the region was in the organization of a very original meeting where the several projects favored by the CIID on the topic of the social impact will work together to identify their strengths and limitations and to try to strengthen mutually as a group in cooperation dynamics. For several reasons the conditions to carry out this goal could not stay and it has been decided to avoid the fatigue and the investment in time and resources for a trip so far and then to program another time this regional event taking advantage of the presence in Ecuador, in few weeks, for a shop Telecentres has more than enough organized by Chasquinet, of foreseen people

We hope people of the region that are in Kuala Lumpur can to their return to share with the VC Mistica their experiences and impressions.
