Cariforo, Programa Cultural de Lomé IV y Santo Domingo

Tres Centros Culturales, uno de ellos en Santo Domingo, forman parte de
los proyectos intercaribeños, financiados por la Unión Europea.

El fortalecimiento del Caribe, como región, es una de las más importantes
realidades geopolíticas actuales, ejemplo para la cooperación internacional
y la paz. Dentro de sus componentes se inscriben la aspiración a un mútuo
conocimiento y relaciones intensificadas para alcanzar ese objetivo.
Durante los últimos años, se
multiplicaron iniciativas y eventos en el campo de la cultura y el arte
caribeños: ellos han estimulado el creciente movimiento de proyeccion y
enlace entre los países del área. Solidaridad e integración caribeña,
forjadas en buena medida por vínculos históricos, económicos y étnicos,
requieren, para progresar, no
sólo la voluntad y la buena voluntad, sino proyectos que permitirán trazar
metas, y estrategias para concretarlas de manera planificada. Consciencia,
convicción y entusiasmo, tradiciones, creatividad y
talentos sobran en el Caribe. Para transmitir, dentro y fuera de la región,
ese caudal cultural, mal conocido por los propios caribeños, recursos y
mecanismos se necesitan. La cooperación Europea En ese contexto
contributivo, la Unión Europea ha firmado acuerdos de cooperación, cada vez
más amplios, con un grupo de países del Caribe (1) y sus Gobiernos, Se
trata del Convenio de Lomé, actualmente en su cuarta etapa, contando con
una Oficina en cada uno de los quince beneficiarios directos , todos
Estados independientes.
A ellos, con programas distintos, se añaden territorios y departamentos de
ultramar, unidos o vinculados políticamente a Francia, Holanda y Gran
Bretaña. Quedan fuera de la cooperación de Lomé IV, Puerto Rico y Cuba -
esa última con una situación en proceso de cambio-. El nombre de
"Cariforum", conferido al programa de intercambios culturales, no solamente
evoca un ambiente de diálogo y discusiones abiertas, sino suena familiar:
el prefijo "Cari" identifica y sitúa organismos y celebraciones, asi
Carimos, Carifesta o Carivista más recientemente. Y ciertamente el Caribe
insular, al cual se suman por su situación, algunos países de tierra firme
de Centro y Suramérica, acoge con beneplácito y esperanza, un respaldo
económico de Europa que contribuirá al desarrollo regional. Aparte de que,
no pocas veces, se ha señalado el fenómeno progresivo de la Unión Europea,
como un ejemplo para el Caribe y las aspiraciones de mancomunidad. Los
Centros Culturales del Cariforo A aquellos fines de desarrollo,
intercambios e integración, el proyecto de Centros Culturales del Cariforo
se concibió, en el marco de Lomé IV, en el 1995, y ha ido tomando cuerpo
desde el 1998. Tres Centros Culturales fueron creados, en Jamáica, Trinidad
y República Dominicana, un cuarto, monotemático, para lexicografía, está
emergiendo en Barbados. Otros centros probablemente sigan surgiendo, cada
uno correspondiendo a sectores distintos de la administración y la vida
culturales. Esa especificidad de las actividades es un aspecto esencial
para evitar tanto la duplicación de recursos como la superposición de
funciones, que son fuentes de confusión, gastos e ineficiencia. Cada Centro
tiene pues sus atribuciones y sus responsabilidades, dotados de
financiamientos totales o parciales según los campos de la cultura, pero
siempre estrictamente fijados y manejados. El Centro de Jamáica está
encargado de un sistema de información
regional, de intercambios culturales de jóvenes y personalidades, de suplir
equipos para instituciones culturales privadas. A Trinidad y Tobago le
incumben un programa de entrenamiento en computarización para
personal de museos, una formación y asistencia tecnológica similar para
personal de archivos, la organización de mediatecas y bibliotecas, las
reunions de Directores de Cultura. Del Centro de la República Domincana,
que tiene, en nuestro criterio, el programa más atractivo, hablaremos más
adelante. Ahora bien, no significa de ninguna manera que cada institución
trabajará egocéntricamente para sus nacionales. Desde Jamáica, se
realizarán acciones para todos los demás miembros del Cariforo, recibiendo,
acogiendo e instrumentando sus propuestas, asimismo desde la República
Dominicana o Trinidad. Ese funcionamiento plurilateral de los Centros
asegura una participación compartida, sin la cual no avanzará la ansiada
integración caribeña. Por otra parte, reuniones periódicas con las
Direcciones de Cultura de la región, que deben conocer las actividades
pautadas y apoyarlas, favorecerán la concertación: el próximo encuentro se
celebrará en Dominica, dentro de un mes. Ese mismo principio de diálogo y
colaboración se manifiesta en el orden local. No solamente, están los
vínculos institucionales con la Oficina Nacional de Lomé y la Delegación
Europea, sino el enlace con organismos culturales nacionales, asi en Santo
Domingo el Consejo Presidencial de Cultura y la Dirección General de Bellas
Artes. Luego, el pequeño núcleo administrativo del Centro, dirigido por un
Cooordinador, en las diferentes áreas de actividades recurrirá a consultas
y asesorías para proceder a las opciones y selecciones más plausibles y
mejor sustentadas. Podríamos decir que un "Cariforo" existirá también a
nivel interno, evitando así intereses y decisiones personales, descartando
también iniciativas cuya importancia intercaribeña no está en relación con
los costos o fuera de las competencias asignadas. El Centro de la República
Dominicana El Centro Cultural Cariforo de la República Dominicana, ubicado
en el Palacio de Bellas Artes tiene, de acuerdo con el documento base de
Lomé IV, cuatro esferas de actividades a su cargo: la formación de
administradores capaces de gerenciar planes y programas culturales , la
realización de exposiciones de artes visuales y artesanías, la publicación
periódica de una revista intercaribeña de ciencias humanas, literatura y
arte, la atribución de fondos a proyectos que involucran fundamentalmente
las artes escénicas y sus presentaciones. Ya que el centro dominicano está
en su etapa de inicio, las programaciones precisas no se han definido,
pidiendo previamente intercambiar ideas y propuestas con los Estados de
Cariforum, solicitar y recibir datos logísticos, reunir y organizar las
colaboraciones.
Estudios minuciosos de costos y tiempos, un requisito ineludible del
programa, están empezando. Si, en materia artística, no existen las mismas
urgencias que en el campo social y económico, hay prioridades, hay
motivaciones especiales y comunes, hay sobre todo la necesidad de una
integración global e intercambios generalizados. Información, comunicación
y reflexión constituyen elementos esenciales para actuar racionalmente, con
un criterio de economía y eficiencia. A pesar de sus atractivos, la
administración cultural, las exposiciones itinerantes, la revista
humanística, los subsidios artísticos, cuatro tareas abarcando una región,
son asuntos complejos y delicados. Al Centro Cariforo de Santo Domingo,
como a los otros centros - situados los tres en territorios anglófonos-, el
Convenio de Lomé IV y la Unión Europea les han planteado el reto de
contribuir decisivamente al desarrollo cultural del Caribe. (1) Ellos son
Antigua y Barbuda, Bahamas, Barbados, Belice, Dominica, República
Dominicana, Granada, Guyana (inglesa), Haití, Jamáica, San Cristobal y
Nieves, Santa Lucía, San Vicente y Granadinas, Surinam, Trinidad y Tobago.

L'invigoration du Caraïbe, comme région, est un du courant le plus
important réalités géopolitique, exemple pour la coopération internationale
et la paix. À l'intérieur de leurs composants ils enregistrent l'aspiration
à une connaissance du mútuo et les rapports ont intensifié pour arriver à
cet objectif. Pendant les années dernières, vous ils ont multiplié des
initiatives et des événements dans le champ de la culture et l'art
antillais: ils ont stimulé le mouvement de la projection croissant et
rapport parmi les pays de la région. Solidarité et intégration antillaise,
forgé dans bon a mesuré par les attaches historiques, économiques et
ethniques, ils exigent, progresser, pas, seulement la volonté et la bonne
volonté, mais projets qui autoriseront à tracer des buts, et stratégies les

les réunions de Directeurs de Culture. Du Centre de la République

Du République Dominicaine Le Centre Culturel Cariforo de la République Du
République Dominicaine, a localisé dans le Palais de beaux-arts a,
conformément à la base du document de Lomé IV, quatre sphères d'activités à
sa place: la formation d'administrateurs capable de plans du gerenciar et
programmes culturels, la éalisation d'expositions d'arts visuels et
habiletés, la publication périodique d'un intercaribeña du magazine de
sciences humaines, littérature et art, l'attribution de fonds à projets qui
impliquent les arts panoramiques et leurs présentations fondamentalement.
Depuis le centre du République Dominicaine est dans son étape du
commencement, les programmations sont nécessaires ils n'ont pas défini,
