MANIFESTO DE PAPALLACTA, EQUATOR - March 31 2000

"Telelocos united will never be disconnected!"

The appropriate access to the telecommunications, to the digitized information and the offer of goods and services via Internet is a necessity in our era of Nets

Given the growing disparity in the wealth and the entrance, and the cost of the communication services, information and use of the Internet, most of people don't have possibility to consent to these services. The governments of each country and their entities regulating of telecommunications should guarantee the universal access to this service, like a public politics

Tele-centros.org is a community of institutions and people that support the development of community telecentres in Latin America and the Caribbean working for several years in the connectivity provision and different types of services of Internet to many communities excluded in the region.

Tele-centros.org in passed days carried out a workshop in Papallacta, Ecuador, to which you/they attended representatives of the institutions and NGO instigators of the telecentres movement in the region. In this workshop he/she decided, among other things, to make a public manifesto to recommend to the governments and the institutions responsible for the telecommunications in each country and in the region, so that they design those politicians that allow the equal and democratic access to the new Technologies of the Information and the Communication. We make an invitation to all the people interested in supporting this recommendation, so that they support with their signature the apparent present.
