WARNING: THE FOLLOWING IS A NON EDITED MACHINE TRANSLATION FROM THE ORIGINAL IN SPANISH

THIS MESSAGE REPLIES TO JONH DALY , Vigilia: Estudios sobre el impacto de las TIC , 28/11/99

The fact of gathering several of the perspectives of analysis of the impact of the Internet in a single document it is since a very important contribution of the work of Daly it allows to value the proposals on the whole and to compare them.

There are recoverable contributions in each one of them, on one hand, explanatory models settle down for the analysis of the impact of the Internet, in some cases emphasizing in the users, the adoption process, the transfer of the technology or the use of the services of the Internet. In other cases, it is emphasized in the creation of analysis categories and the corresponding indicators.

The challenge is in establishing a complete analysis proposal that conformed by three parts:

- An explanatory theoretical model that answers to the main queries and hypothesis that are managed with regard to the impact of the Internet, with their respective analysis categories and the interrelations among them (not necessarily causal).

- A group of indicators, associated to the previous explanatory pattern and to the categories and their interrelations.

- A concrete application of this model to a specific reality.

I believe that the explanatory pattern, from the theoretical point of view can be similar for the countries that we receive the technological influence of the developed countries (Latin America, Africa and Asia). However, they are the national contexts, the cultural, social, economic and political aspects those that make the differences in the impact that the Internet in each country, organization, group or person.
