1 The access to the Technologies of the Information and the Communication can allow [...] the development of the education in the countries of the Third World. According to the Report on the Education in the World of 1998 carried out by the UNESCO and the indicators of development of the World Bank, the illiteracy still razes not only the population's important part in the developing countries, but also in those that have a half level of industrialization. Parallel to this, and due to the growth of the educational demands in the last 25 years, it exists a growing necessity of teachers and professors, especially in Africa and in Asia, such and as the report of the UNESCO shows. The report also indicates that many countries have not still put into practice the recommendations adopted in the intergovernmental conference, organized by the UNESCO and the World Organization of the Work in 1966 that details the work conditions and the reconversion of teachers and professors. On the other hand, the governments reduce more and more the budget dedicated to education. According to the International Commission of Education for the XXI century, there is not any region in the world that dedicates to the education the percentage of the GNP recommended by the European Union.

2. NetAid', Helps in Action and ' Foundation for a Community Global' It has seemed very important this week to highlight ' NetAid', a firmly committed organization in favor of the constant mobilization of those that share some basic principles about the value of the human life. ' NetAid' associates and gives support to those non government organizations and private groups whose projects and actions believe solutions before the challenges presented by the poverty and the development". In the same sense, they have seemed important the tasks of Help in Action and of the Foundation for a Global Community. Everything, in: http://www.barcelona2004.org/arees/index_s.html.
