I have taken a little in contributing to the discussion of this topic, the truth is that we had already come in our organization chatting of the constitutional mark and finds this that is not it but direct but if linked to the question of Irene and although it is late, they are contributions:

Political constitution of Nicaragua I title IV Rights, duties and guarantees of the Nicaraguan town.

Chap. 1 Individual rights

Chap. 2 political rights

Chap. 3 Social rights
Art. 66 the Nicaraguans are entitled to the truthful information. This right embraces the right to search, receive and difuse informations and ideas, either in an oral way, in writing, graphically or for any other procedure of their election.
Art. 68 the means of communication, inside their social function, they will contribute to the development of the nation. The Nicaraguans are entitled access to the social media and the one exercise of explanation when they are affected in their rights and guarantees. That is the constitutional mark related to this means, I wait serve Irene,
