CARDICIS 3 MEETING – PUBLIC DOCUMENT FINAL Version, 17/6/2010 OBJECTIVES AND EXPECTED RESULTS FROM WORKSHOP La qualité et diversité des participants vise à produire des lignes d’actions créatives (voire provocatives) et porteuses des changements de paradigme qu’exige la situation actuelle. Cet atelier a l’ambition d’offrir des produits concrets et caracatérisés par des applications à très faible investissement ayant des effets d’impact considétable et c’est le défi inspirateur auquel sont invités l’ensemble des participant(e)s. The CARDICIS3 project will contribute, using ICT, to a more effective citizen participation in Haiti’s reconstruction process thanks to a better governance perspective and a vision focused on the Caribbean region and its integration. The aim of the project lies in contributing to the gearing of the efforts from the Haitian, Caribbean and international civil societies in the reconstruction process in which the cultural aspect will play a role corresponding to its importance. It lies as well in reducing the organisation difficulties related to the excess of solidarity initiatives. CARDICIS3’s effort lies in three complementary levels: giving support to the organisation of Haitian civil society networks, giving support to the mutual knowledge of the social networks in the Internet and gearing these two previous levels. This project tries to find the difficulties and problems related to its own aims and suggest, at the same time, a strategic framework for overcoming them. It suggests as well some concrete and immediate actions lines to find out concrete and original solutions. It is expected to articulate and encourage the present and future efforts for maximising their impacts. In the same time, the results aim for catalysing the Haitian efforts (in progress) to create open networks, which is an essential element in that precise construction moment. In that sense, CARDICIS3 is more than another reconstruction project: it is indeed a kind of meta-project looking for increasing the efficacy of other projects and initiatives, focusing them on the cultural aspect and the importance of citizen participation and presenting practical alternatives for gearing. With the quality and diversity of invited participants, the aim is to produce creative action lines (even provocative) for making possibly the necessary paradigm change required by the current situation. The ambition of this project is to give concrete results characterized by low investment and high impacts. That is the challenge all the participants have to deal with.
I- PARTICIPANTSThe core is a group of 22 people, experts in the themes, divided into five categories of 4 to 5 people. There is a “cooperation” category constituted by entities which could give financial support to some elements of the action plan that will be defined. There is finally another group composed by those contributing to the organization of the meeting (20 people including the interpreters). The profiles for experts are, on one hand, experience of governance and civil society networks and, on the other hand, the use of ICT for development (ICT4D), in the perspective of accompanying civil society networks. At this stage in the project, one quarter of participants will have governance profiles and three quarters ICT4D profiles. In the subsequent phases (after the meeting), as soon as the structure of a multi-sectorial Haitian network to follow up the initiative has been established, the proportions of those involved should be comparable.
The appendix 1 of the document contains the definitive list. It has been considered to achieve the best possible balance between several parameters (gender, region, language, profile…) and to encourage the presence of individuals with a link to Haiti. The final decisions has been made on the basis of individual criteria of confirmed availability, skills, capacities and motivation, and collective criteria regarding balance.
II- THEMESThere are 9 themes organized the following way :
A framework will be distributed in order to allow a better grasp into the inherent complexity o that organization into 3 groups of 3 thematics in combination.
There are three cross-cutting main themes which will not be considered in specific meetings but require constant transversal monitoring. An awareness-raising session will be held in plenary, and during the group meetings an average of three people per main theme will maintain the watch and will have the right of pre-emption of the intervention order.
Understand that it is impossible to overlook the cultural factor and that serious mistakes and consequences could be made if it is neglected. The workshop should readjust, mentally and within the facts, this reconstruction project around the essential Caribbean culture cross-cutting.
Lessons must be learned from the tragedy that has just taken place, lessons that affect the whole of the Caribbean and, consequently, some decisions must be taken. We must ensure that any future disaster on the same scale does not cause as much destruction in Haiti or in other countries of the Caribbean, bearing in mind that as well as earthquakes, other natural phenomena can also reach a highly dangerous intensity in the Caribbean and could do so in the near future (floods, hurricanes, tsunamis).
The working group must not put itself in the position of expressing needs on behalf of Haitians, and must refer systematically to the needs expressed directly by Haitian society through its representatives or documents coming from them. The preparatory work organized around by GHRAP will be the starting point (the meeting report of the GHRAP is on line).
These are themes which do not require a particular creative effort (the first two) and which can thus be dealt with in plenary with strict time-keeping facilitated (see methodology). As there is no much time assigned in plenary to each theme, the session will end with a reference scheme. These schemes will give clarity to each aspect during the subsequent sessions in group and in plenary. Eventually during the final synthesis session concrete recommendations will be defined from the reference schemes within a clear and convincing strategy and they will consequently be a part of the final action plan of the project.
Establish the strategies and means to be implemented to enable a systematic conservation of the past and future solidarity effort which emerged in the Caribbean and which has not been given its due attention in the international media.
Produce an overview of the reconstruction processes and identify the difficulties observed so that this effort takes into account the needs expressed by Haitian society. Identify the obstacles to the awareness of the Haitian culture and the Caribbean identity in the reconstruction process and suggest solutions. Identify the obstacles and problems of the Haitian society participation in the reconstruction process.
Propose solutions calling for new forms of governance caracterized by proactive citizen participation and commitment from the various social areas which are involved, with the support of ICT and social networks (especially those from the region).
These are themes which require a very special creative effort and therefore cannot be addressed in plenary. They are divided into working groups that will take place in parallel, with their own facilitation and methodology. The success of the meeting will depend on the ability of the facilitated group to converge towards feasible and concrete solutions as well as immediate action lines associated to a potential participant list.
Establish the strategies and means to be implemented to set up and organize a network of Haitians and Caribbean involved or interested in the physical, social, political and cultural reconstruction of Haiti.
Establish the strategies and means to be implemented to reduce the organizational obstacle arising from the proliferation of solidarity initiatives. Propose practical and effective solutions for improved organization and coordination of the networks involved, so that the momentum of international solidarity can express itself productively and its Caribbean components can be prioritized in accordance with the cultural aim of the project.
Establish the strategies and means to be implemented to coordinate an institutional and human network of Haitian civil society with the relevant Internet social networks on themes connected with reconstruction.
III- PARTICIPANT-THEME COMBINATIONSEach participant, especially those in the core of experts have made the following choices:
On the basis of this information, the project staff has proposed combinations for the working groups. The criteria for the decisions has been first to meet as far as possible the wishes of the participants, while maintaining the general criteria of:

Les personnes des groupes « organisation » et « coopération » qui pourront se déplacer entre les groupes à n’importe quel moment doivent veiller à ne pas retarder les processus. In order to enable an initial mix before the convergence plenary, the plan is that a limited sub-set of people will change group during the process. For practical and coherent reasons, this sub-set group should not exceed the 30% of the total and the moderators and secretaries might be excluded, as they should remain in the same groups. The changes will be done on the 23rd (morning). On the 22nd (evening), the pairs, that will have to exchange groups (see it below), will have to share their reports to avoid delaying the process. The working groups will be on average composed of 7 experts + 2 cooperation members +3 organization people. That is a total of 12 people. The members of the “cooperation” and “organization” groups could move between the groups whenever they want and they have to be sure to not slow down the process.

PUBLIC MEETING A cocktail is organised on the locals of the Union Latine during the 25th in the morning. A protocol meeting will take place in the FUNGLODE premises in the afternoon of 25th (interpretation Spanish-French will be provided), with the following plan:
V- METHODOLOGICAL ASPECTSThe participants are divided in three working groups but some of them could move into another group. Moderators, secretaries and time-keepers will have caps (in different colours) and three different handkerchiefs will distinguish the three different cross-cutting themes (culture, disaster management, needs expressed by the Haitian society). These participants will have the right to decide each intervention order with parsimony and concision in case there is some problems. The time will be managed strictly and in a democratic way during the whole meeting and within the working groups: statements of two minutes maximum, with a discreet warning sounding after one minute, less discreet after 90 seconds and loud to interrupt. There will be a strict respect for the order in which people have asked to speak (unless the handkerchief is waved!) with an exception for people who have not spoken for a while. Languages: people are encouraged to use as far as possible the language with which they are most at ease from among (English, French or Spanish) and liaison interpreting will take place in the working groups after needs have been identified. Registration forms will gather information in this respect. The meeting is part of the celebration of solidarity between Dominican Republic and Haiti and the cross-cutting activities have been designed in this perspective.
