The news of the university of the Zulia are stimulating! In the Institute Gino Germani, of the Ability of Social Sciences, University of Buenos Aires, Argentina, we also develop investigations on these same topics: uses and users of the ICT, community electronic nets, social actors of the technological decisions, I use of the ICT in the local administration, etc. The same as the partners of the Zulia, to those that we invite to communicate with us to explore the possibilities of articulate enterprises the investigators and students that work in these topics are willing to be involved in related proposals. For the time being, we work with the IPPUR, of River of Janeiro, and we are establishing a cooperation with the University of the Republic, of Montevideo.
