Role of FUNREDES about the creation of the SCIENTIFIC PERUVIAN NETWORK, RCP

The RCP was conceived in 1991 as a pilot application of the REDALC methodology for national networks, before REDID (Dominican Republic, 1992) and REHRED (Haiti, 1993).

The following project " Project of the Peruvian academic network", was made during the REDALC workshop of Santo Domingo, 8/1991 and represents the first historic document about this project.

Then, various missions of the REDALC group paved the ground for the mission of implementation of the project manager, José Soriano, at the end of 1991, as written in the paper "The Peruvian Network", D. Pimienta, Internet Society News, Vol.1, No.2, 92

After José Soriano left the REDALC group, in February 1992 and took the role of manager of the RCP, the acknowledgment of the institutional role of Unión Latina and of the use of the REDALC methodology in the conception and creation of the RCP where repeatedly erased. This situation provoked sharp public debates like the ones selected below.

Beside the matters of intellectual honesty and property, what is at stake is the respect towards the institutional aspects in the process of international cooperation, a fundamental ingredient of the development in the South.

The following mails were exchanged in the Latin America and Caribbean network administrator listserv ([email protected]). It is about the falsification of an historical document about Latinamerican netwoks, within the www of RCP. This time, José Soriano, answer our accusation; Union Latina brings him a rectification and other persons take part of the debate. We think this is our last public intervention about such an unkind matter.

Three elements will remain: 1- facts (irrefutable), 2- the interpretation by every one of the seriousness of those facts, and 3- the interpretation by every one of the non published aspects about the context of these facts.

The facts are stubborn; those who want to know them will find here all the elements to get a precise idea. As for the diverse interpretations, every one, like for instance, Randy Bush, is free of his opinion.
