generate distance participation more than animation, more than moderation,
some kind of distance facilitation is to be designed...

one should be modest and understand that participation will be always less
than expected since the majority of persons is still in the stage of
learning ICT tools and culture.

Decentralisation
seems to be a key factir to gain participation... but this is so remote
from usual scheme of project management!
