I annex the decree N� 825 of the Venezuelan government (May 22nd, 2000) where, among other things, access and use of Internet are declared as prioritary policy for the cultural, economic, social and political development of the country.

The decree has been promoted from the Infrastructure department, responsible for the telecommunications and it involves directly the departments of Education and Science and Technology in the coordination of its instrumentation.

One of the defined goals (article 8) is that within three years at most, 50% "of the educational programs of basic and diversified education shall be available in Internet formats, in such a way that they allow the use of interactive facilities" (sic).
