Hi Sam, my friend.

My surprise is to see that people seem to ignore basic facts - since the
root server was installed and the ccTLDs were created following ISO
norms, we know that no previous formal agreement has been made with any
government regarding "ownership" - each government agreed in practice
with the organization designated by the US government regarding the
operations with each ccTLD and this was it. What one does with ccTLDs
once an agreement has been reached with ICANN on which organization
takes over administration and technical coordination of the domain is
usually this organization's business.

This is not good or bad, right or wrong etc. It is the way it has been
until now. The delegation process to completely separate control of the
domain name system and control of the root servers from departments of
the US government has not been concluded. It is up to the entire
Internet community to help this happen in a way that does not disrupt
operation and development of the network and at the same time ensures
adequate participation. Which participation is "adequate" in a system
which goes beyong geopolitcal borders and governments is obviously also
open to intense discussion...
