Vint asked "what is the nature of the divide" in industrialized and
developing countries. More than what it is, one should consider why there
is this phenomenon.
The reasons for the so-called digital divide are the very same as for the
other divides life expectancy divide, educational level divide, morbiddity
divide, etc. etc. you name it.
In ordinary language, there are poor and there are rich people.
In modern economics, there are trends to ensure the situation is maintained
if not aggravated.
Is any G8 government or population ready to pay tropical products at a
price which would ensure welfare of the producers? Remind the EU/USA banana
dispute at WTO?
What makes the "digital divide" sexy for G8 authorities is the need to
expand their E-markets. The rest is literature.
Did the G8 accept at Okinawa the Canadian proposal to increase development
aid (remember the agreed target of 1% of PIB, in the 70's)? Did it cancel
the debt of the poor countries which are not goign to be able to pay anyway?
The Brussels G7 meeting on ITCs put cultural diversity and heritage as high
priority. Have we seen any significant change? This summit generated a
variety of projects which nicely duplicated plenty of others, e.g. in the
digital libraries area. But of course made their happy participants very
notworthy.
Can we be serious for a while?
If we want to reduce the digital divide, as many of us do already, the
reciepe is quite simple. Help the grassroot oranizations implement their
projects.
