How does Mistica define itself?

Which comes first,
1. language and culture
2. shared interest in social impact of TICs
3. network of friendship which surmounts language, culture, nationality?

And to follow the moderator's comment: for language and culture,
which is the truer statement?
Language and culture (Spanish)
or
Language and culture (mainly Spanish but with Portuguese, French and
English also welcomed)
