Pues es en Ingles pero relevante para nuestras discusiones.
Interesante que no se menciono la posibilidad de software producido
localmente.
Este tipo de sondeo es mas un ejemplo de posible produto para la CV.

Subject: [egov4dev] Open Source for eGovernment: Stats

Dear eGov4Dev subscriber

Open source software seems to be an interesting area for e-
government in developing countries. I'd like to see if we could
pool some knowledge on that.

To start, it would be useful to get some statistics. For those
working in/with government agencies in developing/transitional
economies, could you give feedback on the following estimates:

Judging overall the operating systems and applications software
you are aware of in the government agency:

i) What proportion of that software is pirated, and what proportion
is not?

ii) What proportion of all software (pirated or not) is proprietary
(Microsoft, Oracle, etc), and what proportion is open source?

All answers will remain confidential; they will not be sent to the
list. Please provide your answer by Tuesday April 13.

Many thanks
