I wonder whether Mistica is familiar with this paper by Richard Heeks from
March, 1999

and particularly the second section on "Veneered participation".
While I agree about the importance of establishing process, the question of
how the process can be made to work as intended is still a difficult one.
Too often the process is suspended, as in this case in Geneva, or abused,
as in one organisation I know where the report is repeatedly sent back to
the "participants" until they come up with the "right" answer, which can
then be stated to be a group (rather than an individual) decision.
Not all families are as happy and harmonious as Mistica :-)
