While a deconstruction of the public language of the President of the World
Bank is interesting, it confirms nothing that those in the area of ICT and
development did not already know. The World Bank reality is not only more
of the "same old same old" it is about to change.....and not likely for the
better.

2005 is the year in which the President of the World Bank steps down to be
replace by a new President to be personally selected by U.S. President
George W. Bush. The likelyhood that the new President of the World Bank
will represent a "step forward" for the poor of the world is very low indeed.
