Mr. Hahn,

I am the
Chairman
of
REDID, the Research
Network
representing
the larger
number
of institutions/users
in the

Dominican Republic and the higher traffic of the Caribbean (except Cuba, Puerto Rico and maybe Jamaica).

I have been informed, by the University of Puerto Rico, of a recent initiative of yours provoking the transfer of the administrative responsibility of the Internet Domain of the Dominican Republic to the CUNET component in Santo Domingo.

I must express the surprise and disagreement of the 64 institutions and 140 users which compose REDID about your intervention in national matters.

REDID is participating in a consensus effort joining all the involved parties with the objective to determine the appropriate
place for managing the
technical and administrative
responsibilities for the
domain. This is done when
three commercial Internet
providers are offering services

and when REDID is executing a coordinated plan for the creation of its own Internet infrastructure.

Your action came at a very inappropriate moment and we wonder, how it is compatible with your function of Trustee of the Internet Society. You should be the first to give the example of practices in harmony with "netiquette".


The Internet domain for a country is a national matter. Its management requires transparency, open consultation and

We ask you to immediately write to the Internic to suspend the change so that to allow the normal development of the planned process in the Dominican Republic.
