The history of the project:

• The idea of a project about an investigation network was born en the Latin Union in 1988
• To determine the grade of interes for this project, people all around the region were asked about it.
• Informal contacts were built with possible partners of the project: France-Telecom, the PII of the UNESCO, the European Union, the European Academic Network EARN, the French Antilles.
• In 1989 the preview of the REDALC document was written.
• The REDALC office and the group of consultants was founded under the general coordination of D. Pimienta. The actions previewed in this document were realized. The project received a financial aid from the Latin Union, the European Community and the colaboration of the UNESCO.
• 1991 an important workshop-reunion UNESCO / REDALC was realized in Rio de Janeiro which is connected to the first latin american network forum.
• In the same year the international workshop REDALC of Santo Domingowas realized in the Dominican Republic with a lot of success. This generated important results consiged in the final info in which they are described as pilot projects to create the Peruan acedemic network project and the Dominican investigation network REDID.
• In the year 1992 the study of the impact of REDALC in The Antilles was worked out.
• 1992 the Information of the final study of factibilities REDALC was finished and the first step of its realisation was planned in the preliminary proposition Latin American network as added value.

Products and successes of the REDALC study: The workout of a methodology called the REDALC methodology which was successfully started during the birth and development of the National Networks of Peru, the Dominican Republic and Haiti.

• This methodology, which has priority in organizational and institutional aspects of pure technical things, lays emphasis in the importance of the end users and their formation and/or capacitation and the negotiation with telecommunication operators. Another product of the REDALC study was the realization of an interface for network users of higher investigation, MULBRI.
• The investigation was made widely about social and economical impacts of the new information technologies, about topic based information and its administration done by the end user.
