During this meeting, we discussed about the following subjects. 1. History of the registration of TLD HT ---------------------------------------- The most important steps to remember are the following: 1a) April 96: meeting with members of the cabinet of the haitian Ministry of Public Works, Transport and Communication, with participation one REHRED's counsellor (FUNREDES). During this meeting, REHRED explaned, as information and in a dialog perspective, his intention to register the TLD HT with REHRED as administrative responsibility and ACN as technical contact. As subsequent perspective to this registration, REHRED presented his objective to promote the constitution of a national consortium for the promotion and the management of the TLD HT. This consortium would be constituted with all implied partners concerned with the Internet in Haiti. All the persons who participated to this meeting expressed their interest in such a formula for the TLD HT. 1b) November 96: after the implementation and the configuration of REHRED's server and his connexion with the Internet, on the 27th of november 96, REHRED sent to the Internic the registration form for the TLD HT, in full respect of the normal procedures. On the 29th of november 96, REHRED received a mail from the Internic, confirming that his application has been forwarded to the IANA who makes the final determination on top-level domain registrations. 1c) December 96 to february 97: in absence of response from IANA/Internic during more than one month, REHRED reactivated his application on many occasion and received the following messages: 1c1) on the 3rd of february 97: 1c2) on the 4th of february: 1d) March 97: on march 3, REHRED announced IANA that the technical problems has been solved and asked to complete the registration procedure. On march 6, IANA sent a mail to REHRED announcing that the registration of TLD HT has been completed (message in annex 1). On march 13, IANA announced REHRED that the TLD HT has been redelegated to Focus Data, following a goverment request (message in annex 2). REHRED protested immediately to this decision and requested informations and precisions from the IANA. REHRED asked the IANA to strictly respect the RFC 1591 procedures in such a case. 2. Results of the meetings held march 17 and 19, 1997 ----------------------------------------------------- (Focus Data participated only to the first meeting) From the discussions that took place during the two meetings, following conclusions has been precised: 2a) IANA did not respect the procedures described in RFC 1591 when ordering Internic to redelegate the TLD HT to Focus Data without previous checking and confirming REHRED's agreement on that decision and without looking for possible agreements between the parties. 2b) Focus Data expressed they did not ever wanted to retake the responsibility for , they were only worried about using the TLD on a non-exclusive basis; according to procedures, such a request should have been redirected to the designated party acting as administrative contact for the TLD. 2c) The fax of the Foreign Affairs Ministry did not request explicitely nor implicetely neither the redelegation of the TLD HT to Focus Data. 2d) REHRED, with the back-up of the participants at the meeting held in Haiti on march 17 and 19, 1997, kindly request IANA to strictly respect the procedures as described in RFC 1591; the transparent and due process answerring public and comitted rules is the only way to avoid confusion and ambiguity in those matters. 2e) REHRED, as the institutional non for profit network of Haiti, gathering more than 40 members from NGO's, academy, goverment and international organizations, maintain its will to promote the creation of a national consortium for the TLD HT, on a representative basis of the various implied haitian actors. 3. Requirements to the IANA --------------------------- Based on the above stated,, REHRED considers that there are enough evidence that IANA overreacted and misunderstood the request of the haitian goverment while overruling the procedures in triying to change the registration of the TLD HT outside the rules of RFC 1591 about modifications in a TLD record. REHRED reiterate its request for IANA to step back on the ordered changes, as soon as possible, so that to respect the rules and clear the way for the process initiated by REHRED to build an efficient and democratic process for the management of Internet domains within Haiti. For your information: REHRED is maintaining communication with the haitian goverment (Prime Ministry, who was a former member of REHRED's ad hoc comitee; Ministry of Transport and Telecommunication; Ministry of Foreign Affairs). However IANA should understand it will take a while for our goverment to reinitiate a formal communication to IANA, since they are higher priorities in the Haitian agenda. Meanwhile, the restoration of the original situation about TLD HT (REHRED as manager, ACN as technical contact) would be an action which would testify the will of IANA to follow a due and transparent process according to the documented rules and to limit its interference in national matters.
