Nuevas ediciones sobre la historia de las ciudades del Caribe
Discurso pronunciado por el arquitecto Eugenio P�rez Mont�s en el acto
de puesta en circulaci�n de los libros editados por el Centro de Altos
Estudios Human�sticos y del Idioma Espa�ol, celebrado recientemente
Santo Domingo
Hist�ricamente, el Centro de Altos Estudios Human�sticos y del Idioma
Espa�ol puede concebirse como la nueva imagen de una antigua universidad
que adornaba con sus luces la Ciudad Primada. El Centro, como muchos lo
denominan, tiene como casa mayor un antiguo inmueble de piedra ubicado
en la calle m�s vieja de la fundaci�n ovandina de 1502-1503 en el que
habit� Jer�nimo de Ag�ero, ayo de Don Diego Col�n, uno de los primeros
pobladores de Santo Domingo, quien presumiblemente lo hizo construir.
En uno de sus habituales ensayos, Monse�or Arn�iz nos informa que para
1529 el Obispo Fuenleal ped�a desde Santo Domingo permiso al Rey para
fundar unos Estudios en que se leyesen todas las ciencias. El Colegio de
Fuenleal se tranformar�a as�, m�s tarde, por la generosidad de Hernando
de Gorj�n, en Universidad Gorj�n, y despu�s, bajo la direcci�n ya de los
jesuitas, en la Real y Pontificia Universidad de Santiago de la Paz y de
Gorj�n. Aquel lugar es hoy sede del Centro de Altos Estudios, heredero
de su memoria institucional.
Parece cosa de magia
Hace medio milenio, aproximadamente, el comendador Ovando y sus
agrimensores trazaban la ciudad de 1502. Desde entonces, Santo Domingo
(Atenas del Nuevo Mundo) y sus universidades impusieron la mitolog�a de
los estudios superiores: teolog�a, derecho, medicina y artes (el
trivium), aritm�tica, geometr�a, m�sica y astronom�a (el cuadrivium).
Cada uno de los vol�menes que hoy circulan est� precedido por una
introducci�n o pr�logo o complementados por un ep�logo. En el caso de
��La ciudad del Ozama��, este ap�ndice nos oblig� a extender la obra
original en casi 50 p�ginas, acompa�ado de numerosas gr�ficas en las que
se destacan los acontecimientos urbanos ocurridos entre 1998 y el a�o
2001. De particular relevancia hemos considerado las grandes obras que
se llevan a cabo en el presente gobierno en la ciudad de Santo Domingo.
Magistrales y creadoras de un paisaje nuevo; protagonistas de un
escenario singular; transformadoras; el nuevo puente Juan Pablo Duarte y
el acueducto Barrera de Salinidad; el arco de circunvalaci�n exterior
para el tr�nsito; la prolongaci�n de la avenida Ecol�gica hasta Boca
Chica; los nuevos parques para la protecci�n del cintur�n verde; y el
saneamiento de los r�os Nigua, Haina y Ozama, marcan la presencia del
gobierno de Hip�lito Mej�a en la historia de la ciudad de Santo Domingo,
cuya trama urbana convertida en ��La Gran Regi�n�� no tiene que ver con
divisiones pol�tico-administrativas y cuyo planeamiento y desarrollo
equilibrado no depende de fronteras que s�lo sirven para corregir
censos; facilitar la participaci�n ciudadana o perturbar la continuidad
urbana de ��La Gran Regi�n�� que se extiende desde San Crist�bal hasta
Boca Chica, m�s de 80 kil�metros de costa y cientos de metros cuadrados
de territorio urbanizado.
De la ��introducci�n�� del ��Ensayo cl�sico�� podemos se�alar que el
contenido del mismo se desarrolla en diez cap�tulos, donde el tema del
vitruvianismo se convierte en la espina dorsal de la estructura
edificada para contener las ideas expuestas. El segundo cap�tulo
describe y compara los tratados de Marco Lucio Vitruvio con los de Leon
Battista Alberti. El tercero maneja el tema del vitruvianismo de segunda
generaci�n en Italia, describiendo los libros de Serlio, Vignola y
Palladio. El cuarto se refiere a lo que hemos llamado vitruvianismo de
tercera y cuarta generaci�n as� como el car�cter humano que se atribuye
a las ordenaciones cl�sicas, simbolizado eternamente por una figura
dise�ada por Leonardo Da Vinci: el hombre de Vitruvio. El quinto fue
concebido para describir la transici�n entre la cultura urbana italiana
y su incorporaci�n a la hispano-musulmana de la reconquista y la
contrarreforma en Espa�a. El sexto transfiere a Am�rica todo lo antes
analizado e inicia describiendo el universo caribe�o: Los Tres Caribes.
All� se fundaron las primeras ciudades europeas y se aplicaron las
normas que despu�s se convirtieron en las Ordenanzas de Poblaci�n de
1573, aquel conjunto de normas de ordenaci�n territorial urbana en que
se recogieron las experiencias fundacionales llevadas a cabo en el Nuevo
Mundo, a las cuales podr�a aplic�rsele la m�xima ��Serva ordinem et ordo
te servabit�� (guarda el orden y el orden te guardar�). El cap�tulo
s�ptimo, titulado ��Historiograf�a, neoclasicismo y vitruvianismo de
cuarta y quinta generaci�n��, nos comunica de inmediato con modelos
comunes a Europa y Am�rica. El tema de la c�pula da inicio a comentarios
sobre la arquitectura c�vica que transforma las ciudades en ambos
continentes.
Siendo un modesto centro de investigaci�n, la subsidiariedad nos empuj�
al �mbito de la formaci�n en su m�s alto concepto. Por esto el Centro de
Altos Estudios Human�sticos y del Idioma Espa�ol promovi� cursos
doctorales con la Universidad de Sevilla y con la Universidad de
Valladolid que han expandido nuestras fronteras intelectuales y
cient�ficas, antecedidas por las maestr�as patrocinadas por la
Universidad Nacional Pedro Henr�quez Ure�a (UNPHU) con el respaldo
financiero de la Uni�n Europea y los poderosos programas llevados a cabo
por la Organizaci�n del Gran Caribe para los Monumentos y Sitios
(CARIMOS). En cierta forma la geograf�a de esta regi�n fortalece el
viejo destino al que estuvo ligada la Ciudad del Ozama.
Ligados estrechamente al sistema oficial de educaci�n superior
dominicano, el Centro responde a una demanda determinada, a una
diversificaci�n necesaria. �Los restos del futuro?: financiamiento;
capacitaci�n; pertinencia; calidad. La educaci�n superior bien orientada
es sin�nimo de desarrollo. Creo que hemos hecho lo que hemos podido... y
algo m�s. Por esto nos hemos involucrado, cumpliendo instrucciones
estrictas del presidente del Patronato de la Ciudad Colonial, en el
Proyecto de Revitalizaci�n de la Ciudad Colonial, en el que, modestia
aparte, hemos jugado un papel importante. Un poco de lo que hemos hecho
aparece claramente se�alado en la primera secci�n del Anuario, bajo el
t�tulo correspondiente a ��Restauraci�n de monumentos e historia del
arte��. All� se transcriben los informes de monitoreo llevados a cabo
por expertos de la UNESCO que supervisan la ejecuci�n de proyectos en
los centros hist�ricos declarados Patrimonio mundial, proyecto que fue
auspiciado desde el Patronato.
Parece cosa de magia que estemos frente a la Plaza Mayor donde se
levanta la catedral m�s espl�ndida del Nuevo Mundo, el gran monumento
que anuncia la llegada del vitruvianismo renacentista a la regi�n del
Caribe. Concluye all� una ruta que se inicia en la ribera del Ozama,
cruza frente a los palacios gemelos que conforman las Casas Reales y
corre por la calle de Las Damas, que tambi�n se llam� de la Fuerza,
hasta alcanzar la Plaza Mayor.
Un ingenioso mecanismo, fuera de toda previsi�n, ha creado un universo
que le concede autenticidad al gran proyecto cultural de la zona
hist�rica de Santo Domingo.
Hay cosas que se saben y cosas que no se saben. Hay asuntos que pueden
ser dichos y otros que nunca deben mencionarse. Por esto, las calles de
la Ciudad Colonial, hoy bien iluminadas, huelen a optimismo. Se respira
en ellas la esperanza. Creo que el Plan Decenal de Cultura deber�a
incorporar un t�tulo que diga lo siguiente: ��El buen manejo de un
Centro Hist�rico declarado Patrimonio Mundial��.
Termino agradeciendo a Su Eminencia Reverend�sima por su confianza al
delegar en nosotros preparar un libro, all� por el a�o de 1996. Al
Magistrado Subero por ser su primer adquiriente, antes de verlo y a un

New editions on the history of the cities of the Caribbean
Speech pronounced at once by architect Eugenio P�rez Mont�s
of setting in circulation of the books published by the Center of High
Humanistic studies and of the Spanish Language, taken place recently

Historically, the Center of High Humanistic Studies and of the Language
Spanish can be conceived as the new image of an old university

�� The city of the Ozama ' ', this appendix forced us to extend the work
original in almost 50 pages, accompanied by numerous graphs in those that
they stand out the urban events happened between 1998 and the year
2001. Of particular relevance we have considered the big works that

Of the �� introduction ' ' of the �� classic Rehearsal ' ' can point out that the one
content of the same one is developed in ten chapters, where the topic of the one

scientific, preceded by the masters sponsored by the
National university Pedro Henr�quez Ure�a (UNPHU) with the back
financial of the European Union and the powerful programs carried out
for the Organization of the Great Caribbean for the Monuments and Places
(CARIMOS). In certain form the geography of this region strengthens the one

Nouvelles �ditions sur l'histoire des villes du Cara�be

de cadre dans circulation des livres publi� par le Centre de Haut
Les �tudes humanistes et de la Langue Espagnole, place occup�e r�cemment
Santo Domingo
Historiquement, le Centre de Hautes �tudes Humanistes et de la Langue
L'Espagnol peut �tre con�u comme la nouvelle image d'une vieille universit�
ces he/she ont orn� avec leurs lumi�res la Ville Pr�domin�e. Le Centre, comme beaucoup il
ils d�nomment, l'he/she a comme plus grande maison une vieille propri�t� de pierre

Projet de Revitalizaci�n de la Ville Coloniale, dans celui qui, modestie
s�par�, nous avons jou� un papier important. Quelques-uns ce que nous avons fait
l'he/she para�t le signal dans la premi�re section de clairement l'Annuel, sous celui
titre qui correspond � Restauration �� de monuments et histoire de celui
