Concurso Internacional de Videoarte Premios Centro Cultural y Tecnología
de Información y Comunicación para el Desarrollo del Banco
Interamericano de Desarrollo (BID)
El Centro Cultural del Banco Interamericano de Desarrollo (EXR/CC) y la
División de Tecnología de Información y Comunicación para el Desarrollo
del BID (SDS/ICT) anuncian la convocatoria a un concurso y exposición
internacional de videoarte a realizarse durante diciembre de 2002 y
enero de 2003 en la Galería de Arte del CCBID, en Washington, D.C., y en marzo-abril
de 2003 en el Instituto Italo-Latinoamericano de Roma (IILA). Los objetivos del
concurso son:

1) ampliar el debatesobre los factores que afectan a América Latina y el Caribe, incluyendo la participación de quienes utilizan medios visuales basados en la tecnología.
 2) estimular a las personas que trabajan en el área de la cultura para que aporten
su capacidad creativa en la formulación de puntos de vista que faciliten la
comprensión y sensibilización por parte del público, motivándolo además a plantear
alternativas y posibles soluciones, y
 3) establecer una referencia del avance del videoarte como forma de expresión en la región.

Reglamento

1- El concurso está abierto a todos los artistas nacionales de los países miembros del BID en América Latina y el Caribe.

2- La duración de los videos no debe ser menor de dos minutos ni mayor de cinco minutos.

3- Los videos deben haberse realizado a partir del inicio de 2000. Pueden incluir
audio (música y voz) y textos impresos en cualquiera de los cuatro idiomas oficiales
del BID (español, francés, inglés y portugués) . Los aspectos visuales deben predominar
en la obra.

4- Los videos pueden ser realizados en cualquier técnica, pero deben ser
presentados al concurso en formato VHS.

5- El contenido de los videos debe estar relacionado con aspectos de la realidad económica y social de América Latina y el Caribe (por ejemplo: educación, salud,vivienda, patrimonio cultural, la ciudad, trabajo, justicia, seguridad, gobierno, multiculturalismo, inclusión o exclusión social, raza, etnia,
medio ambiente, espacio público,etc.), sin menoscabo de aspectos intellectuales,
artísticos, conceptuales, filosóficos y poéticos.
 
6- El CCBID nombrará un jurado para escoger tres premios y realizar dos
selecciones de trabajos que se expondrán en Washington y Roma. Las
deliberaciones se llevarán cabo en Washington D.C. El Jurado estará conformado por el
Director del Centro Cultural (EXR/CC), el Jefe de la División de Tecnología de
Información y Comunicacion para el Desarrollo (SDS/ICT) del BID, y otras
personalidades de la comunidad cultural de Washington D.C. y América Latina y el
Caribe.
 
7- Habrá un Primer Premio Centro Cultural del BID, US$3.000; un Segundo
Premio Tecnología de Información y Comunicación para el Desarrollo
(SDS/ICT), del BID, de US$2.000; y un Tercer Premio del Público cedido por Centro
Cultural del BID de US $1.500. El Jurado podrá conceder un número indeterminado de
menciones honoríficas sin rubro monetario según considere. Los videos distinguidos
con premios y menciones participarán por derecho propio en la exposición de
Washington.
 
8- En cada una de las exposiciones, cada país estará representado con el número de
obras que el jurado considere conveniente seleccionar en base a la calidad y número de
propuestas recibidas. La exposición en Washington incluirá los 26 países de América
Latina y el Caribe miembros del BID. La exposicion en Roma incluirá solo los países
miembros de IILA.

8- Los videos deben entregarse en sobre sellado en la Representación Del BID en cada país, dirigidos al Centro Cultural del BID, Washington, D.C., Concurso Internacional
de Video Arte, o por cualquier servicio especial de correo aéreo certificado (courier)
a: Félix Angel, Cultural Center, Inter American Development Bank, 1300
New York Avenue, North West, Stop W-1120, Washington D.C., 20577,
acompañados de la siguiente información: Nombre completo del autor,
biografía (máximo dos páginas), foto en tamaño 20 x 12.5 cms., dirección electrónica,
dirección postal, teléfono, fax, nacionalidad, título, formato original
y duración del video, y un texto que explique el concepto, contenga la sinopsis del video y explique el porqué de los elementos que integran la obra (máximo una página). El CCBID no se Responsabiliza por videos extraviados en el correo.

9- El plazo para la entrega de los videos vence el 1 de noviembre de 2002. Los
artistas seleccionados serán notificados vía correo electrónico. Los videos no serán
devueltos y pasarán a formar parte del archivo del CCBID. El Centro Cultural del BID
se reserva el derecho de utilizar los videos en la forma que considere conveniente
para la promoción del evento.

10- La participación en el concurso implica la aceptación de este
reglamento.

Competition International of Videoarte Prizes Cultural Center and Technology
of Information and Communication for the Development of the Bank
Interamerican of Development (IDB)
    
The Cultural Center of the Interamerican Bank of Development (EXR/CC) and the
Division of Technology of Information and Communication for the Development
of the IDB (SDS/ICT) they announce the convocation to a competition and exhibition
international of videoarte to be carried out during December of 2002 and January of 2003 in the Gallery of Art of the CCBID, in Washington, D.C., and in March-April of
2003 in the Institute Italo-Latin American from Rome (IILA). The objectives of the
competition are:

1) to enlarge the debate about the factors that affect Latin America and the
Caribbean, including the participation of those who use visual means based on the
technology.

2) to stimulate to those people that work in the area of the culture so that they
contribute its creative capacity in the formulation of points of view that you/they
facilitate the understanding and sensitization on the part of the public, also
motivating it to outline alternative and possible solutions, and

3) to establish a reference of the advance of the one videoarte like expression form
in the region.
  
  Regulation
    
1 - the competition is open to all the national artists of those countries members of
the IDB in Latin America and the Caribbean.
  
2 - the duration of the videos should not be smaller than two minutes neither bigger
of five minutes.
    
3 - the videos should have been carried out starting from the beginning of 2000. They can include audio (music and voice) and printed texts in anyone of the four official
languages of the one IDB (Spanish, French, English and Portuguese). The visual
aspects should to prevail in the work.
  
4 - the videos can be carried out in any technique, but they should be presented to
the competition in format VHS.
  
 5 - the content of the videos should be related with aspects of the economic and social reality of Latin America and the Caribbean (for example: education, health, housing, cultural patrimony, the city, work, justice, security, I govern, multiculturalismo, inclusion or social exclusion, race, ethnos,
environment, public space, etc.), without damage of aspects intellectuales, artistic, conceptual, philosophical and poetic.
  
 6 - the CCBID will name a jury to choose three prizes and to carry out two
selections of works that will be exposed in Washington and Rome. Those deliberations

each country, directed to the Cultural Center of the IDB, Washington, D.C.,
Competition International of Video Art, or for any special service of mail air

D.C., 20577, accompanied by the following information: Name complete of the author,
biography (maximum two pages), picture in size 20 x 12.5 cms., electronic address,
