Call for Proposals

Human Rights and Information Technology

Rights & Democracy (International Centre for Human Rights and Democratic
Development) is looking for an individual to write an essay on information
technologies
and human rights on the occasion of the World Summit on the Information
Society (WSIS).

We are looking for a person with experience in both human rights and
communications technologies, who is well versed in the international legal
obligations
of States and current debates concerning technology and development,
regulation,
freedom of expression and access to information, the right to privacy and
the right to
education.

  We are looking for someone with excellent references, considerable
international experience, previous publications in the field and who is
comfortable
speaking in public and interacting with non-governmental organizations,
international
institutions, the IT industry and government representatives.

Strong writing skills and ability to work with a team of external
advisors are essential.

This contract may entail travel to Geneva in the fall of 2003 but your
submission to this call for proposals should only include the production of
the
essay.

Length of the essay: approximately 10,000 words.
Language: English or French (will be translated)
Deadlines:
Proposal: Feb 17
First draft: May 1
Final revisions: June 15
Publication: September 2003

If you are interested please submit by Feb 17, 2003, a proposal for an
essay in no more than 800 words.

Candidates should also submit their curriculum vitae, a list of
publications, references and an application letter that summarizes their
interest in this project,
as well as the honorarium requested for its realization.
