Duties and Responsibilities : As part of the Bureau of Development
Policy (BDP), the substantive policy arm of UNDP, the specialist will respond
to demands for advice from countries in the Latin America and the
Caribbean, channeled through UNDP's Resident Representatives in the region, and
will also contribute to developing global consulting services in his/her area
of expertise.

The specialist will be part of a multi-disciplinary consulting team,
based in Panama City, which combines technical competence in particular fields
with a holistic approach to development. This will involve keeping
abreast of research and policy developments; gathering and communicating
lessons
learned from experience; partnering with other advisers and consultants
and institutions in the region; and playing a strong advocacy role for
corporate global policy frameworks. In carrying out these functions the
specialist will also help enhance the skills of staff in UNDP country offices.

Part of a global network, the specialist will exchange experiences with
advisers and consultants in other regions and be expected to contribute
to internal and external "knowledge networks", which will accumulate
information on consultants, success stories, best practices and
financing opportunities. Such networks create "communities of practice" that
foster learning throughout the organization.

The specialist will help ensure that the highest caliber consulting
services are provided to UNDP-supported programmes in Latin America and
the Caribbean in the practice area of Information and Communications
Technology for Development (ICTD). The areas of support offered by the
specialist
include:

* Through UNDP's global ICT for development programme, assist countries
seeking strategic guidance in ICT for development. This includes the
participation in the design, selection and implementation of in-country
ICT for development assessments and e-strategies, and the fostering of
relevant partnerships;
* Identify and promote specific ICT for development related products and
services at the regional and country level. Identify local and regional
opportunities for national and regional public/private partnerships in
support of new and on-going initiatives;
* Provide advice and strategic recommendations in all areas of UNDP�s
corporate ICT for development priorities � e-strategies, e-initiatives,
e-governance, advocacy and stakeholder campaigns and assist in the
allocation of "digital grants", a component of UNDP�s ICT for
Development Global Trust Fund, in support of non-profit organizations,
community
networks and related activities which aim at making information
accessible and giving communities a greater role in the decisions of local
government;
* Provide strategic regional and national advice for ICTD programme
coordination at all levels in line with UNDP�s global ICT for
Development strategies and working closely with UNDP regional ICT for
development
programme for Latin America and the Caribbean; and
* Advocate and provide substantive support for resource mobilization in
coordination with related global efforts and strategies.
Required Skills and Experience :
* Experience with policy advice, development or formulation in the above
mentioned areas.
* Familiarity with pilot projects undertaken in these areas.
* Experience in providing practical advice to policy makers; should be
able to work well with counterparts in government, civil society, the private
sector and the donor community; and should have the know how to
contribute to building national capacity for policy development. While
representing
UNDP views, the candidate should also be able to promote effective
coordination among the UN family of agencies.
* Knowledge of connectivity issues and networking technologies for
developing countries, such as cost assessments and sustainability;
institutional capacity development; and ICT skills development programmes.
* Familiarity with the design and implementation of ICT applications
such as e-governance, distance learning and solutions to increase the
effectiveness of micro-finance and micro-enterprises.
* Familiarity with organizing, , conducting and managing ICT for
development assessments and surveys with emphasis on connectivity,
capacities, institutions and enabling environment for ICT investments in
developing countries with a view to linking them to the development of
holistic e-strategies.
* Experience and ability to initiate, build and nurture partnerships and
resource mobilization. Superior communication and interpersonal skills,
particularly in building networks and partnerships.
* Advanced university degree in a related field.
* Fluency in English and Spanish.
