FUNREDES believes that developing countries should respond to their problems with their own sustainable methods. For this reason, FUNREDES works with the aim that these countries acquire the capacity to produce their own information. FUNREDES directs its activities towards the opening up of new possibilities of communication and transparency in discussions. We can speak of democracy being stimulated thanks to access to information, without this information being used as a synonym for the loss of national or regional identity.
The steps we must take to help democracy must promote the respect for languages and cultures.
A developing country must conceive its own process of creating network structures, a process which will not be the same as in the developed countries. FUNREDES has four principal objectives:
− The establishing of research networks and of helping development is our priority.
−Developing countries have reached a technical level which allows them centralised infrastructures. For this reason, the decentralisation of the infrastructures needed for the setting up of networks has to be developed.
−Not−for−profit organisations must negociate with the operators of these networks.

To respond to the specific needs of network development, FUNREDES has established an appropriate methodology which places the user at the centre in all stages of network construction. FUNREDES is an NGO for research, reflection and action, which works to support the establishment and management of networks with social objectives, thereby studying its social impact.
FUNREDES has created its own methodology for the development and management of thematic virtual communities.
As an instigator of new visions for development, FUNREDES also has the mission of being the guardian, as regards the new technologies of information and communication, of a certain ethic in the work of international communities.
