Abstract
FUNREDES
is an NGO having its head office in the Dominican Republic and a
legal representation in France (decree No 91 published in the J.O.
on 07/13/1994). It
has been working since 1988 on the diffusion of communication and
information technologies for development.
The
CARIBTIC project, presented by FUNREDES and its partners,
consists in creating, from the French-speaking axis of the Caribbean�s,
in particular from the French Departments of America (DFA),
mechanisms, based on the Internet, for a gathering of the scientific
and cultural sectors of the region, and their involvement
into actions of regional cooperation. |
Integration
of the Caribbean through the new information technologies |
These
mechanisms consist in the association of a reference web site
that gathers the useful or necessary information to facilitate
cooperation in the aimed sectors, of virtual communities
endowed with a panoply of means, from translation to moderation,
and also including user support and training. The project, which
will have a total length of 3 years, has been conceived in four
stages. The first stage, with a 6 months duration, is a pilot
phase, which consists in elaborating a first level of setting,
of experimentation and of demonstration of the planned means of
action. A phase of assessment and adjustment of the plans (3 months)
will immediately follow it. The third stage, with duration of 24
months, allows to progressively generalize the means of all the
expected sectors. The last 3-month stage, consists in the assessment
of the impact of the devices. During this last stage, the
effort is meant to obtain a regional autonomous structure
for the maintenance and the decentralized management of the created
devices. At the end of the first year of autonomy, a last assessment
is organized to measure the impact of the project.
The project
received the support of the FIC for the pilot phase and is
undertaking some multilateral partnerships for the ulterior phases.
The new information
and communication technologies represent an exceptional opportunity
to facilitate the path toward the integration of the Caribbean �s,
that will start from the scientific and cultural communities, proceeding
to a progressive extension to other sectors of society, aiming at
a co - development with the DFA.
